HIE files for GHC 8.6 and other HIE file backports 

Backports for HIE files to GHC 8.6, along with a few other backports of HIE
file related fixes for ghcide. THIS DOES NOT LET YOU READ HIE FILES WITH
MISMATCHED VERSIONS OF GHC.

Binary packages can be installed with the high-level tool pkgin (which can be installed with pkg_add) or pkg_add(1) (installed by default). The NetBSD packages collection is also designed to permit easy installation from source.
